In September 2007, AEE was retained by the Indiana Brownfields Program to provide technical services for Phase I and Phase II environmental site assessments as part of the newly created Trails & Parks Initiative (TPI). The Indiana Brownfields Program offers funding to qualifying Indiana political subdivisions and qualifying nonprofit organizations to have an environmental site assessment conducted for an identified brownfield within its jurisdiction on which trails, parks, or other greenspace/recreational reuse is planned.
Assessment Awards are available for sites with hazardous substances and/or petroleum contamination as the Brownfield Program received a collective U.S. Environmental Protection Agency (EPA) assessment grant award of $400,000 in May 2007 to conduct site assessments on both types of contaminated property. In an effort to provide assessments for projects that may not meet federal eligibility criteria for use of EPA funds, a maximum of $200,000 in state funds from the Indiana Finance Authority has been made available to match the EPA award, making $600,000 in total available for TPI site assessment work over the next three years. There will be no maximum Assessment Award per Applicant or project per round, but funding caps may be established based on the type of assessment work for which an award is made. This funding is in addition to the state’s trails initiative titled INShape Indiana created by Governor Mitch Daniels. As part of Governor Daniels trails initiative, the Indiana Department of Natural Resources has recommended that the federal government divide $1,012,273 in available federal grant money for Indiana among eight outdoor recreation projects in six different counties.

A project completed by AEE was featured in the September 2006 issue of the Brownfields Bulletin published by the Indiana Brownfields Program. The article was titled “Site Highlight: State Financial Assistance Helps Bring an Indianapolis Brownfield Site Back to Life”.
AEE managed and directed the removal of hydraulic lifts, underground storage tanks, and associated hydrocarbon impacted soils at this former Brownfield site on the near north side of Indianapolis. This unique project (a public-private partnership) was formerly an automotive repair facility, central headquarters for a taxi company and a warehouse which was purchased by the current owner at a City Tax Sale. In less than 90 days, AEE removed the lifts, tanks and impacted soil to meet IDEM clean-up objectives. The site was issued a No Further Action Letter from IDEM on August 23, 2006. This allowed the owner to obtain critical bank financing and finish developing the property into a mixed-use facility that currently contains a thriving business on the first floor and planned condominium on the upper level.
