Brownfield Redevelopment Project, Petroleum Remediation/Site Demolition - Former Truck Stop - Clayton, Indiana

AEE was contracted by a private real estate firm that specializes in Brownfield property acquisition and redevelopment to expedite Site Closure within a limited budget. Client acquired 10 acre abandoned truck stop with significant petroleum contamination for the purpose of cleaning up the facility and future commercial development. Project includes final contaminant delineation, facility demolition, remedial planning and implementation, and regulatory negotiations to establish non-default RISC cleanup levels. AEE anticipates completing source removal, in situ groundwater remediation, monitoring, and Site Closure - all under budget - within two years.

Indianapolis Brownfields Redevelopment Program – Petroleum Remediation Grant Incentive

AEE managed and directed the removal of hydraulic lifts, underground storage tanks, and associated hydrocarbon impacted soils at this City of Indianapolis Brownfield project. This unique project (a public-private partnership) was formerly an automotive repair facility, the central headquarters for a taxi company and a warehouse which was purchased by the current owner at a City Tax Sale. In less than 90 days, AEE removed the lifts, tanks and impacted soil to meet IDEM clean-up objectives and obtained IDEM No Further Action status for the property owner. This allowed the owner to obtain critical bank financing and finish developing the property into a mixed-use facility.

PCE Vapor Intrusion/Subsurface Removal – Martinsville, Indiana

AEE was hired to provide emergency removal actions in response to a Unilateral Agreed Order (UAO) issued by the U.S. EPA Region V office and received U.S. EPA approval for the work plan to complete the removal of the contaminates in the subsurface. AEE managed and directed delineation of vapor intrusion in both residential and commercial properties, delineated the extent of perchloroethylene (PCE) contamination in subsurface soil and groundwater (including the municipal potable water well field), designed and implemented a cost-effective and highly efficient remediation system, provided operation and maintenance for both the remediation system and vapor intrusion mitigation systems, and completed all required monitoring and reporting to the USEPA per the UAO. This project is ongoing.

Waste Processing Facility – Greenwood, Indiana

AEE prepared a solid waste processing permit application for this facility and successfully ushered the application through the regulatory process to permit issuance. This is one of a very small number of such permits issued in the state, and is believed to have been the first issued by IDEM.

Treated Rail Tie Production and Related Operations - Various Locations

AEE provides consulting services to a manufacturer of creosote treated rail ties at 11 different facilities in nine different states. AEE prepares all manner of permits and compliance documents including air discharge permits, NPDES discharge permits, SPCC Plans, Storm Water Pollution Prevention Plans, RCRA Contingency Plans, a Facility Response Plan, Form R reports, waste disposal characterization and authorizations, and cost-benefit analysis and assessment of risk for various business operations. Additionally, AEE prepared summaries of compliance related requirements for several of the operations managers to assist with compliance at the plant level.

Lighting Manufacturer – Crawfordsville, Indiana

AEE assisted this client with the preparation of environmental permits and annual compliance documents including: air permits, storm water and wastewater discharge permits, SPCC and Storm Water Pollution Prevention Plan, Tier II and Form Reports and Biennial Waste Reports. Additionally, AEE performed industrial hygiene sampling in the manufacturing area, conducted asbestos inspections in the facility’s structures and assisted the facility with a diagnosis of exhaust concerns with the facility’s anodizing line.

Aluminum Coater – Indianapolis, Indiana

AEE assisted this aluminum coater and anodizer with the preparation of environmental permits and annual compliance documents, including air permits, wastewater discharge, Tier II and Form R Reports, and Biennial Waste Reports. AEE assisted in achieving a modification to the facility’s air permit which allows the client to cease operation of its control device during specified periods of operation resulting in a significant reduction in operation costs. This is one of very few permits issued with this kind of condition in Indiana. Additionally, AEE completed stack testing and industrial hygiene sampling for the facility, and assisted in design and operation of the facility’s wastewater treatment system.

Grey Iron Foundry – Winchester, Indiana

AEE provided consulting services to assist this foundry with the preparation of environmental permits and annual compliance documents, stack testing and industrial hygiene sampling and analysis. Additionally, AEE managed and directed the closure of an on-site LUST issues achieving an IDEM No Further Action (NFA) designation through the use of an Environmental Restrictive Covenant (ERC).Hospitals – Indianapolis and Bloomington, Indiana
AEE has assisted hospitals with the preparation of various environmental permits and annual compliance documents. Additionally, AEE has performed numerous Indoor Air Quality investigations throughout the facility’s structures to determine if airborne contaminants are affecting various occupied spaces, such as waiting rooms, operating rooms and other sensitive areas.

Foam Manufacturer – Lafayette, Indiana

AEE performed industrial hygiene testing at this facility and assisted facility personnel in responding to concerns about employee exposure posed by IOSHA representatives.

Municipal Landfill and Transfer Station – Hartford City, Indiana

AEE negotiated with IDEM on behalf of the client to move towards the completion of its post-closure requirements. In so doing, AEE has generated a Sampling and Analysis Plan, a Methane Monitoring Plan, and a Statistical Evaluation Plan.

Automotive Parts Manufacturer – Auburn, Indiana

AEE prepared a facility air permit application including a detailed analysis of Best Available Control Technologies (BACT) for one of the facility’s main operations. In addition, this facility is subject to several source categories for Maximum Achievable Control Technologies (MACT) that required a significant amount of negotiation with IDEM and USEPA regarding acceptable recordkeeping practices to demonstrate compliance.

Town Relocation Project – English, Indiana

AEE managed and directed site characterization and subsequent remedial activities at three retail gasoline stations and one bulk fuel storage facility for the town of English, Indiana. . The remedial efforts were a part of the Town of English relocation project which was headed by FEMA, SEMA, IDFA, District 15 and IDEM. In a mere six weeks, buildings were razed, and contamination delineated, excavated and properly disposed. Approximately 12,000 cubic yards of material was removed to achieve IDEM closure levels. Onsite analytical services kept the project moving with real time analytical results guiding the project to a quick closure.

Bulk Petroleum Facilities – Indianapolis, Indiana

AEE assisted two clients in resolving issues raised by the USEPA related to bulk storage of petroleum products. AEE provided engineering design services to our client in order for them to construct a AST system that meets regulatory requirements. AEE provided the other client with engineered design plans for required modifications to an existing facility. AEE obtained the appropriate authorizations for the construction, prepared a SPCC Plan for each facility, and worked with the USEPA Region V to demonstrate compliance with the SPCC Rule.

Phase I & Transaction Screening

AEE was retained to assist in a large acquisition of multiple gasoline convenience stations throughout the Midwest. Not only were traditional Phase I activities performed, but streamlined site by site evaluations were performed documenting the environmental fate of each of the individual sites.
